Summary
Over the last few decades, human mobility has become one of the most important issues on the political agenda of states of origin, transit and destination, while at the same time posing important challenges for their societies. One of the main problems faced by migration is the restrictive policies adopted by certain states that give greater importance to migration control, limiting the effective enjoyment of the rights of people in human mobility, while at the same time triggering processes of exclusion and discrimination, which are related to aspects such as ethno-national origin, migratory status, gender and age group, among others.
However, a more optimistic view of international migration in societies of origin and host societies is that it has led to the reordering of bilateral and multilateral relations between states, the creation of international spaces for dialogue, the exchange of good practices in terms of inclusion policies and the effective support of non-governmental organisations in the migration management of states. Ecuador is currently a country of origin, transit, destination, return and refuge for people.
For this reason, the Department of Human Mobility was created by the Municipality of Guayaquil to provide comprehensive humanitarian assistance to refugees, migrants, returnees and refugees in vulnerable conditions, with special attention to vulnerable groups from Venezuela who migrate as a result of the political and economic crisis facing this country in the region.
The Municipal Center of Integration will be a space that will provide comprehensive humanitarian assistance to refugees, migrants and returnees from marginal urban and rural areas of the canton of Guayaquil.
The purpose of The Municipal Center of Integration will be to contribute to the integration and improvement of the quality of life of the refugee, migrant and returnee population of the canton of Guayaquil, through comprehensive care that includes all the services necessary for development and individual and family welfare, which will be complemented by services of the International Cooperation that are in the city.
The work of this space will maintain parameters of action that contemplate principles of integration, social justice, solidarity and respect for diversity. The programmes, projects, services and concrete actions that will be implemented through the Centro Municipal Intégrate a Guayaquil are a response to the problems and demands of the migrant community which, as of September, will begin a regularisation process announced by the National Government.
Impact
Contribute to the improvement of the quality of life of the refugee, migrant and returnee population of the canton of Guayaquil, through an integral orientation that contemplates the necessary services for the development and individual and family well-being, which will be complemented with the services of the International Cooperation that are in the city.
With the Integrated Municipal Centre, we expect to serve 20,000 people as an initial goal. This corresponds to 84 daily services to groups of families.
